To get into web design you just need to be dedicated and self motivated, there are plenty of info freely avaliable on the internet to get you started plus we will be putting up our own web design tutorials on azpunkazme shortly.
Do you need a degree, well not really but to be honest it does help. A degree in computer science will give you a certain amount of credibility and will get you in the door at most interviews. Having said that I know plenty of designers who don't have degrees but rely on experience and a strong web portfolio.
If you are really serious about web design/development I would suggest an Open University degree over the likes of Computeach or Circo etc.... A degree is recognised world wide, and the majority of the qualifications that computeach offer can be achieved independently i.e. Sun Microsystems certification, Microsoft Certification etc.... You will get support from the likes of Computeach but you will have to pay around £3000 for this!
If you are currently working then the OU is a great service, you may even get to do your degree for free if you earn less than £15000 or so a year.
You will also need to get yourself some decent software, there is no point messing about here. The tools of the trade are not cheap by any means but they are what the professionals use so your may as well jump in and learn them now.

You can buy all the Adobe products as a collection and if you decide to study, you could get them on a student license (Far Cheaper). Out of the list above I would say that the 2 most important packages for you woud be Dreamweaver and Photoshop. With these 2 packages and plenty of hard work you will be creating websites in no time.
